整合企業流程管理架構與系統開發方法之行動研究尚孝純 吳雅玲

企業流程管理(BPM)的目的在將傳統管理理論的規劃、組織、協調、管理、控制等分散的思維模式加以整合並融入商業環境中,促使企業快速而有效的完成各項商業流程的設計、整合與再造。然而,這樣的架構雖有宏觀的視野,但在細部的執行規劃上卻顯不足,若無法與資訊技術資源相輔相成,這套企業作業規劃將無法實際開發並落實執行,難以達到企業流程最佳化之目的。此外,系統開發生命週期(SDLC)方法詳細規劃了系統開發目的與步驟,以確實執行系統開發與安裝,但在落實企業策略目標上卻較缺乏慎密的考量。因此,本研究提出整合二者的方法論,並使用行動研究方法,進行整合BPM架構與SDLC方法的驗證與強化。透過行動研究「偵察或觀察」、「計畫」、「行動與監看」以及「反省與評鑑」四大歷程,以螺旋循環的形式在「預支請款流程系統」、「專案管理流程系統」以及「保險契約流程系統」三種不同性質系統進行開發與安裝,反覆地測試與調整本研究之整合性方法。研究結果可以發現SDLC的嵌入,對於流程系統開

發最大的助益在於流程設計與流程實作上,提供了一個完整且實際的作法,亦加速了流程改善與系統開發的效益,使得BPM架構因SDLC嚴謹方法而落實執行。SDLC方法則在BPM架構之下較能有效支應企業目標。目前BPM的發展多止於理論發表,需要實務案例落實該方法的應用,本研究在進行三個案例的實作後,發現應可有助BPM架構與系統開發方法發展成更完善的理論實踐。

壽險業採用行動商務之實證研究,李慶章 蔡秉儒

行動商務泛指使用手持無線裝置,在任何地點來進行購買產品或服務之應用(Luadon & Laudon, 2006)。經由行動商務帶來的收益預估將會從2003 年的68.6 億美元成長到2008 年的5,543.7 億美元(http://www.telecomtrends.net)。行動商務被認為是行動工作者提昇工作效能與效率之利器,許多行動工作者亦開始接受與採用行動商務系統。台灣壽險業務員的人數相當多,壽險業者對行動科技之採用也非常積極,因此壽險業使用行動科技的行為,可以作為行動商務系統使用行為之參考指標。本研究探討影響壽險業採用行動商務系統之因素,研究結果顯示,(1)績效預期、心力耗費預期、社會影響都會影響壽險業務員使用行動商務系統的意圖,其中以心力耗費預期的影響效果最大;(2)壽險業務員實際使用行動商務系統之行為會受到使用意圖的影響,但不會受到助益環境因素的影響;(3)只有年齡及性別因素會干擾績效預期對使用意圖的影響,使用經驗及自願性不會干擾壽險業使用行動科技的意圖及行為。研究結果可以幫助壽險及相關產業規劃及導入行動商務,也可以協助資訊科技業者開發設計及推動行動商務系統。

使用知識價值附加法衡量資訊科技委外之績效,吳有龍 楊

為了在競爭激烈的環境裡獲取優勢,資訊科技委外是企業所常採用的模式之一,企業界也普遍認為資訊科技委外是一種能夠節省成本、降低總體花費的最佳方式。而在過去之研究,較少有相關文獻或研究探討資訊科技委外後各流程,其所蘊含之知識量與報酬率,是否有所改變。因此本研究以Housel & Bell 所提出之知識附加價值法(Knowledge Value Added, KVA) ,將資訊科技委外前後各流程所內含的知識加以量化,並比較其差異,作為資訊科技委外之績效評估。

藉由KVA 法之學習時間與流程描述來估計流程內的知識量,對三家上市公司進行深度訪談,並輔以公開之財務報表進行成本分析,以獲得各部門KVA 值,進而取得知識報酬率(Return of Knowledge, ROK)。研究結果發現,資訊委外對於企業,除節省成本、降低總體花費外,在各流程所蘊含之知識量與報酬率,亦會相對逐年漸漸提高。藉此明確之具體化數據,可促使管理者在考量資訊科技投資時採用委外方式之意願,並可使企業專注於核心資源之經營,進而提升企業整體之經營績效。

組織導入BS7799後之資訊安全管理成效研究,黃明達 徐 正

在台灣,2006 4 月已經有81 家組織導入BS7799 資訊安全管理系統。近年來,相關的研究都是以探討單一行業、個別領域與個案公司方面為主,目前較缺乏探討各不同行業別、不同領域的組織導入BS7799 後,其成效分析之實證研究。因此,本研究探討的就是當ISMSInformation Security Management System)導入組織一段時間後,資訊安全管理上的成效議題,即BS7799 導入組織後在資訊安全管理上的成效。

本研究是透過2005 12 月底中華民國台灣地區在ISMS 國際機構業已註冊,通過BS7799 認證的組織共計66 家來進行問卷調查。研究BS7799 導入後,其不同組織行業別、導入部門範圍別間,資訊安全管理上實施的成效。最後歸納出的結果顯示:1.導入後,74%的組織資訊安全事件有減少;2.各組織的資訊安全控制領域皆有改善,當中以「資訊安全政策」、「營運持續管理」與「實體與環境安全」改善成效較高,「資訊安全政策」領域內的控制措施A5.1.2 改善成效最佳;3.「資訊安全事件管理」與「資訊系統取得開發及維護」是改善成效比較偏低的領域,可作爾後組織導入BS7799 時的參考。

社會大眾對RFID 應用於醫療方面之接受度研究,謝順金 周士傑

隨著Wal-Mart 宣布導入RFID 後,全球便陷入了一股RFID 的熱潮。而RFID 的特性也使得醫療業對於RFID 充滿興趣。若能夠瞭解大眾對於RFID 系統的接受程度並且加強宣導RFID 相關知識,那麼對於RFID 於醫療方面的推廣與應用一定會有正面的幫助。

本研究主要探討RFID 系統的系統品質與資訊品質以及個人創新接受度等因素,是否會影響民眾對RFID 系統的認知有用性、認知易用性、態度與使用意願。本研究於國內已導入RFID 的醫院之院區進行問卷調查,共回收208 份有效問卷,並利用線性結構關係法(LISREL)進行分析研究。

本研究結果顯示存取方便性與效率性、安全性、資訊品質、創新接受度、認知有用性、認知易用性與態度皆為影響使用意願的重要因素,其中又以態度的解釋能力最高,其次為認知有用性、認知易用性、創新接受度、存取方便性與效率性、資訊品質以及安全性。由此可見,醫療業者在導入RFID 系統時,若能將上述因素加以考量並多加強RFID 相關知識的宣導,便能夠提昇大眾對於RFID 系統的接受度。

以本體論協同式建構與分享領域知識之研究,劉艾華 王堯天 盧冠廷

隨著資訊科技發展快速,透過網路搜尋特定領域的知識已非常方便且豐富,這樣的結果乃是拜科技的便利與人員投入所賜,不過網路分享的資料過於泛濫與格式的不同,導致搜尋到的結果繁雜,不易整理,使研究者需耗費更多的時間來對搜尋到的資料再分析、擷取為資訊。但若可以在搜尋資訊的同時能透過詳細分類和描述來定義資訊,則能幫助於領域知識上的清並加強研究者對整個領域的掌握,並便於爾後領域知識在網路環境上的分享與建構、維護。為了讓研究者在讀文獻的過程中,可以掌握文獻的屬性、類別以及與文獻重要內容之間的關聯,本研究透過建立領域知識本體論,把理解領域文獻後的知識依類別、屬性,利用協同合作方式慢慢的建構一個豐富的領域知識庫。研究者可以透過知識庫來查詢領域的相關知識,並將查詢結果輔以圖形表示來協助研究者理解領域知識,讓研究者在理解領域知識的過程中可以清楚掌握領域重要物件之間的關聯,輕易的建構出相關領域的知識概念圖。

Abstract

Building a Composite Model of Business Process Management with System Development Life Cycle: An Action Research on Multiple Systems

Business process management (BPM) methods are used to analyze, assess, and design business processes. Although they are praised for business alignment and adaptability, this kind of methodology is in its initial stage and has its shortcomings with regard to detailed system development and execution. On the other hand, system development life cycle (SDLC) methods, though lacking a cautious consideration of business strategies, carefully examine functional goals and provide detailed guidelines for system development and implementation.

 

To operationalize the BPM methods and to enhance the applicability of SDLC methods at a higher business level, it would be beneficial to examine features of these two methods and propose a proper model with complementary features being incorporated.

 

By applying action research, this study empirically validated and enhanced the proposed integrated BPM/SDLC method through detection, planning, action, and monitoring, as well as the reflection and evaluation processes. During this action research, a spiral cycle of model development, modification, and enhancement was adopted with the installation of three different kinds of systems. The research result is a composite model that elaborates upon both the BPM and SDLC methods and focuses on business process management success. Study findings reveal that the most significant benefit of the involvement of SDLC for business process management is to provide a complete and practical framework with instruments and guidelines for an executable process system.

An Empirical Study on the Acceptance and Use of Mobile Commerce in Life Insurance Industry

Mobile commerce is generally defined as use of handheld wireless devices for purchasing goods and services from any location (Luadon & Laudon, 2006). Revenues generated from mobile commerce are forecasted to exceed US$554.37 billion in 2008 from US$6.86 billion in 2003 (http://www.telecomtrends.net). Mobile commerce is considered to be able to help mobile workers in increasing their work effectiveness and efficiency. Many mobile workers begin to adopt and use mobile systems.

 

The number of insurance agents in Taiwan is relatively larger than that of othercountries. The insurance industry in Taiwan also prompts the adoption of mobile commerce systems positively. Therefore the adoption behaviors of insurance industry can be considered as the index of mobile commerce adoption behaviors in Taiwan. This research investigates factors that affect the adoption of mobile commerce systems in insurance industry. Research results find that the performance expectancy, effort expectancy and social influence of insurance agents indeedly can predict their intention in using mobile commerce systems, and the effort expectancy has the largest predictive effect. The behaviors of insurance agents in using mobile commerce systems can be predicted by intention but can not be predicted by facilitating conditions. Only the influence of performance expectancy on intention will be moderated by gender and age, and the other influence relationships will not be moderated by all moderate variables. The research findings can help insurance industry and related industries in planning and implementing mobile commerce systems, and also can support information technology industry in designing and promopting mobile commerce systems.

The Performance and Efficiency Evaluation of the IT Outsourcing — Using the KVA Method

In order to obtain the advantageous position in an environment with keen competition, Information Technology (IT) Outsourcing is one of the models that the enterprises usually adopt. Generally the enterprises also believe that information technology outsourcing is the best method to save the cost and lower the overall expenditure. But in previous studies, there are not many related literatures or studies that would consider each of the flow paths after information technology outsourcing, and evaluate whether there is any change on its knowledge amount and rate of return. Therefore this study uses the Knowledge Value Added (KVA) method, which is addressed by Housel & Bell, to quantify the knowledge that is contained in each flow path before and after information technology outsourcing. Then the differences are compared for performance assessment of information technology outsourcing.

 

The learning time and flow path description of KVA are used for the estimation of knowledge amount within the flow paths. To obtain the KVA value and Return of Knowledge (ROK) of each department, in-depth interviews are carried out with three listed companies and their public financial statements are used to assist with the cost analysis. The result of the study found that besides cost saving and lowering of the overall expenditure, the information technology outsourcing can also gradually raise the knowledge amount and rate of return within each flow path year by year for the

enterprises.

The Study of the Effectiveness of Information Security Management after Organizations Implement BS 7799

As of May 2006, eighty four organizations in Taiwan have implemented BS 7799 information security management systems. The related researches in the recent years mostly discuss the BS 7799 implementation issue in terms of one single industry field, a specific domain or individual cases. It is lacking to find studies which investigate the effectiveness of implementing information security management system (ISMS) in terms of organizations across different fields. This paper focuses on the across-the-field effectiveness after BS 7799 is implemented into organizations.

 

Based on the survey of the sixty six organizations in Taiwan which have registered in the international ISMS user group, this paper examines the diverse domains and controls in implementing BS 7799. The findings of this paper are as follows. In general after organizations implement BS 7799, the information security events in seventy four percent of these organizations have decreased. This shows that most organizations have improved their environment of information security. Furthermore, the organizations gain improvement in most control objectives, and become remarkably secure in the “security policy”, “business continuity management,” and “physical and environmental security” domains. In the “security policy” domain, implementing the A5.1.2 control achieves an outstanding effectiveness. Nevertheless,the outcome also reveals the lower implementing effectiveness in the “information security incident management” and “information systems acquisition, development and maintenance” domains.

A Study on the Mass Acceptance of the RFID Systems Applied in Medical Practices.

As the Wal-Mart announces that they will implement the RFID system, the whole world is surrounded by the RFID wave. It must have a positive impact to spread and apply the RFID system in medical practices if we could grasp the acceptance level of people about the RFID system and make more propaganda about the knowledge of RFID.

 

This study mainly discusses the factors impacting perceived usefulness, perceived ease of use, attitude and intention in the following three aspects: system quality, information quality and innovativeness. Based on the paper-based questionnaires, the study had accepted 208 effective responses from people around the hospitals that have implemented the RFID system. The questionnaires collected are processed by LISREL for further analysis.

 

Our studies show that convenience of access, safety, information quality, innovativeness, perceived usefulness, perceived ease of use and attitude are the key factors promoting the intention. The attitude has the most influence on the intention. The following influence factors in order are the perceived usefulness, perceived ease of use, innovativeness, convenience of access, information quality and safety. By paying more attention to the factors listed above and conducting more propaganda about the knowledge of RFID, the hospital operators will be able to raise the acceptance level of RIFD in medical practices.

Collaborated Construction and Sharing of Domain Knowledge Using Ontology

Since the information technology has been developed so fast, searching the related knowledge or information in specific domain is much easier than before. However, the amount of returning information is usually too large and the relations between the handling objects are usually complicated. The users can only process the collected objects, or documents, based on the basic properties such as document name or publishing years. It is difficult for a user to manage all the deep knowledge involved based on the information mentioned or discussed within the document. However, in order to master the overall concepts of the particular domain, it is necessary for the user to be able to actually study the article and understand the real contents of it and then, somehow, to record the structures and relations of the knowledge which he has mastered after reading and understand the contents elaborated in the documents. If we can classify and describe the related information easily, it would help the researcher to grasp the whole picture of the domain and enhance the quality of his work.

 

In this research we have shown how a researcher can improve the effectiveness of his study by easily building up the complete domain ontology and specifying the concept and the relations between the research articles in a structured way. The structure of the research domain is following a specific ontology which is determined before the experiment. The users are allowed to present the relations between the ontology objects in the articles by calculating the weightings and visualizing the arranged data to show the complete domain framework. The visualization is done by drawing relational diagrams based on the user’s query. This permits the user to master the overall concepts of the interested domain. The total framework is implemented on the web for easy accessibility. This approach of domain knowledge analysis provides more precise information about document relationships.
