Rapid changes in business and the advent of Internet have
made supply chain management
(SCM) important in determining the sustainable growth of
companies. However, in a complex
hierarchical network, which links upstream to downstream
firms, several uncertain factors affect
the performance of a supply chain. Accordingly, mitigating
the deleterious impact of uncertainty
is important in planning a supply chain strategy. Additionally,
a structural framework is needed to
address constructs of supply chain uncertainty. This study
adopts a structural approach to
measuring constructs of supply chain uncertainty, including
demand, manufacturing and supply
aspects. The development procedure was carried out through
an exploratory to a confirmatory
phase. In this process, experts¡¦ knowledge and supply chain
theories are applied to provide the
theoretical basis for the scale of uncertainty. This investigation
also included a questionnaire
survey on industry supply chain activities, leading to related
statistical analysis and a procedure
for confirming the measurement of the constructs. Based
on the constructs of supply chain
uncertainty, companies can evaluate the uncertainty in their
situations, and plan their own
strategies for coping with the environmental impacts.

The Potentiality and Chances of Adoption the Electronic
Marketplace by Traditional Industries ¡V An Empirical
Study on the Metal Industries of Taiwan

Traditional industries are much harder to adopt and implement
Electronic Commerce (EC)
than high technology industries, because of the factors
of industries' structure and industries'
environment. The purpose of this study is to investigate
the potentiality and chances of
adoption the electronic marketplace by Taiwan's metal industries.
The research found that
only 44.1% of companies of metal industries own their web
sites established by themselves
and totally only 61.2% of companies own web sites adding
outsourced web sites. The study
also found some reasons that the companies in metal industries
didn¡¦t intend to adopt EC
including: high cost, lacking of appropriate human resources,
customers not to require them to
adopt EC, and perceived limited benefit to adopt EC. Besides,
the study also interviewed two
industrial experts and two academic scholars to acquire
the important opinions and to provide
the best practice for Taiwan's metal industries to adopt
the electronic marketplaces in the
future. Finally, this research employed the Porter¡¦s five
forces analysis and SWOT to analyze
the potentiality and chances of adoption the electronic
marketplace by Taiwan's metal industries.

Advances in wireless technology increase the number of mobile
device users and give
pace to the rapid development of mobile banking conducted
with these devices. While many
commercial banks are today making considerable investments
to take advantage of the new
business possibilities offered by wireless technology, report
on mobile banking has shown
that potential consumers may not use the systems in spite
of their availability. Thus, there is a
need for research to identify the factors that affect consumer
intention to use mobile banking
systems. This study research represents a conceptual replication
of several previous IT
acceptance studies. The particular models under investigation
are the augmented Technology
Acceptance Model (TAM), the Theory of Planned Behavior (TPB),
the Social Cognitive
Theory (SCT), and an integrated model. These models are
empirically examined and
compared, using the responses to a survey on mobile banking
acceptance collected from 225
respondents in Taiwan. Data were tested against the four
competing models using the path
analysis. The results indicated that the augmented TAM appeared
to be superior to TPB and
SCT in explaining behavioral intention to use mobile banking,
and that the integrated model
is better than augmented TAM but the difference is not substantial.
Finally, several
implications for IT/IS acceptance research and mobile banking
management practices are discussed.

The Relationship between IT Infrastructure Flexibility
and Operational
Performance¡VThe Empirical Study of Health Care Institutions

The objective of this research is to study the relationship
between the IT infrastructure
flexibility and the operational performance of health care
institutions, so that it can provide
reference for the operational strategy. The hospitals whose
levels of accreditation status were
higher than or equal to the level of district teaching were
studied in this research. The
secondary data collection was used for the construct of
operational performance and it
included nine items of performance indicator. The flexibility
of IT infrastructure included the
technical component and human component and there were total
of eight items of construct.
The method of mail survey was used in this research. 150
survey forms were delivered and 76
valid survey forms were returned. The ratio of response
was 50.67 %.
The results of this study show that the differences of
IT infrastructure flexibility for
different accreditation status of health care institutions
were significant. The flexibility of
medical center and regional hospitals is higher than that
of the district teaching hospitals. At
the same accreditation status, the influence of IT infrastructure
flexibility of health care
institutions for operational performance has positive relationship
and the technical component
is significant for the medical center while both the technical
and human components are
significant for the regional and district teaching hospitals.
The infrastructure flexibility of the
technical component and human component can influence the
operational performance, but
there is no interaction.

Creating an Automated Collaboration and Negotiation
Platform for Improving Negotiation Performance within ebXML
CPP/CPA

The ebXML is one of the most important frameworks for electronic
commerce where
each trading partner utilizes a Collaboration Protocol Profile
(CPP) to describe its business
capabilities, and then negotiate a contract into Collaboration
Protocol Agreement (CPA). In
real practice, however, there are some algorithms required
to be included in the negotiation
protocol for facilitating a successful negotiation process.
Based on a negotiation protocol
model from OASIS, this research developed several algorithms,
such as combination,
intersection of negotiation items, and barging procedure,
to improve the negotiation process
especially in automatic purpose. Moreover, this research
integrates these algorithms into a
Web-based platform, called Automated Collaboration and Negotiation
Platform (ACNP).
Consequently, the ACNP provides a robust and efficient solution
for accelerating a negotiation
process within ebXML CPA.

A Comparative Analysis for Research in Management
Information System: Based on 1991-2002 Research Articles
from Taiwan and U.S.

Several frameworks for MIS discipline have been proposed.
A number of scholars have
advocated the use of MIS research frameworks as a guide
to the selection of research
variables and topics. This paper used the MIS research framework
of Ives et al. ¡]1980¡^
and based on it, 613 research articles ¡]490 of them in U.S.,
123 in Taiwan¡^ were classified
into five categories. According to the classification, this
paper compared the similarity and
difference between Taiwan and U.S. and analyzed what the
progress in MIS research field.
Some findings, including that Taiwan puts more emphasis
on single variable analysis ¡]first
category¡^ as Lin¡¦s ¡]1993¡^ results, U.S. changes to second
category from first category,
and multiple variables research topics are seldom to investigate
in the two countries as
before. The findings will add focus to future MIS research,
and accelerate the evolution of
MIS as a field of scientific inquiry.
